The Ministry of Education and Sports (MoES) is a central government organization responsible for the macro management on education and sports.
During the period 2006 to 2010 education is to be considered the main focus for human resource development. Reform of the national education system is urgently required for the improvement of educational quality and standards.
The aims of a reformed national system of education will be to educate the Lao people to be good citizens, to be knowledgeable, to be creative and enthusiastic, and to contribute to the development of both the country and themselves. Through education people will gain employment, will learn to protect their own health, and will behave with the integrity necessary to meet the demands of the socio-economic development of the country and its growing movement towards globalization.

The Education reform 2006-2015 is promoting human resource development, by focusing on the expansion of access to education, improving the quality of existing education, and improving education management and administration. The reform was initiated with the involvement and participation of the society. It promotes technical and vocational education, preserves unique traditions and the culture of the nation and enhances the status of teachers, by upholding the importance of their roles and positions. The national education reform was divided into two phases:

  • First phase 2006 -2010: General education reform (public and private).
  • Second phase 2011 – 2015: Technical- vocational education and higher education reform.

By the year 2020 compulsory education has to cover primary and lower secondary education, with all children entering into grade one of primary having to pass preparatory education in early childhood education.


The strategic development plan for sports from now to 2020 is relevant to the policy direction of the Party and the government to respond to the socio-economic development plan.
Sport leads to good physical and mental health, a good sportsmanship spirit, creates national consciousness, and strengthens the country‘s aims to increase its unity. It further promotes friendship, peace, and cooperation with countries in the region and in the world.

The implementation of three builds (national direction in terms of administration development strategy) in the education and sports sector is linked to the national education reform strategic plan and focuses on three major tasks: equitable access, improved quality and relevance, and strengthened education management. Creating understanding on the content of three builds aims to develop education into the target districts and villages, so that three builds villages have schools with good standard and ensuring the quality of teaching and with this becoming a model school for other villages that are not yet the target villages of three builds. 

The Ministry of Education and Sports has been cooperating with development partners, international organizations and non-government organizations, based on the Vientiane declaration on effective cooperation in education and sports development through bilateral and multilateral cooperation, especially in preparation to join the ASEAN economic community in 2015. The education and sports sector has further increased its cooperation with ASEAN countries on education quality assurance, teachers and student exchange, education research and exchange of sports and culture, as well as performing the role of member countries of UNESCO, SEAMEO, ASEAN-EU links, Francophonie and other international organizations based on the foreign policy direction of the Party.
